I think those starting into swimming should wear what their comfortable with.
Though they should be coached in the direction of traditional swim wear with the briefs or jammers if their overly self conscious.
I started with a few pairs of jammers and briefs. Now wear briefs when doing laps and jammers at rec swim. I found that the jammers were to restrictive for some swimming styles. Naked is best but have to settle for briefs.
